Public hearings set for county commissioners meeting

DOBSON — On Monday at 6 p.m., the Surry County Board of Commissioners will meet for the first time in July, and several public hearings are scheduled for the meeting.

Three public hearings are set to take place between 6 and 6:30 p.m. Sheriff Graham Atkinson will be present for the public hearing regarding the use of Edward Byrne Memorial Justice Assistant Grant (JAG) funds. The sheriff’s office proposes to use these U.S. Department of Justice funds for the purchase of digital in-car cameras.

The second public hearing is regarding new road names for 2010, and Michael Hartgrove, tax administrator, will present the list of names. The Board of Commissioners has the authority to name or approve roads in the county. A list of the new road names has been posted in the tax administration office as is required.

The final public hearing will be for the proposed rezoning of 122 Belgium Lane, off Smith Road, from rural agricultural to rural business. The applicant for rezoning of the 1.92-acre tract is John David Williams. A commercial structure already exists on the property.

Kim Bates, Surry County planning director, will come before the board to talk about the possibility of forming a public projects site review committee to look at public facility projects. The consensus of the planning board is not to appoint a committee for this purpose, but to continue allowing the zoning administrator and planning board to make determinations of compliance to county regulations with public facility projects.

At 6:30 p.m., the fire department subcommittee of the board will talk about a proposed approval of a loan to the South Surry Volunteer Fire Department from First Citizens Bank and Trust. Board Chairman Paul Johnson said the department plans to build a new fire station at its Stony Knoll location and needs approval from the county to get a low interest rate from the bank.

Jack Gardin, water and sewer projects coordinator, is scheduled to come before the board at 6:45 p.m. to discuss the new water and sewer project for Cody Creek. Gardin will be asking the board’s approval for an engineering contract with Hobbs, Upchurch and Associates for the project.

This item will be followed by special recognitions by the board at 7 p.m. They will be recognizing a few paramedics and a retiree and will be presenting County Service Awards.

County Manager Dennis Thompson then plans to discuss a county code of ethics, methane gas study, board of trustees for abandoned public cemeteries, and meeting schedules during his report.

Near the beginning of the meeting, the commissioners will vote on the consent agenda. Included this time is a public notice for the closing of the Little Richmond Recycling Center — the old Elkin Landfill — on Aug. 31. The notice says that the average expense per visitor to keep the center going is $38.

The meeting will adjourn after the commissioners discuss general county business and go into closed session to discuss personnel and economic development.
