When the Surry County Commissioners meet on Monday, they will discuss several projects and hold a public hearing on economic development incentives tied to a water and sewer project.
The meeting will begin at 6 p.m. Shortly afterward, Chris Knopf, assistant county manager for economic development and tourism, and Jack Gardin, water and sewer projects coordinator, will come before the board to hold a public hearing.
The county proposes to extend the Elkin/Gentry Road water line to Wayne Farms on Highway 268 outside Elkin. This would add an additional cost of $142,300 to the original water project. In return, Wayne Farms would retain 71 jobs for five years. If the business failed to retain the positions, it would repay the county $2,004.23 per job lost.
After the public hearing and a decision from the board, Gardin will present proposed water and sewer rates for residential and non-residential customers on the Elkin/Gentry Road water line. He will also give sewer line bids for Pilot Mountain Middle School. The low bid is $140,119.92 to service just the school or $374,942.26 for a larger service area option. Both the Elkin/Gentry Road water line and Pilot Mountain Middle School sewer line projects were discussed at the commissioners’ planning retreat on Feb. 19. Gardin called these “obligatory projects.”
At 6:30 p.m., Amanda Dillenger, juvenile justice, will give a Child Protection Team yearly report. Then Todd Tucker, Surry County Economic Development Partnership president, will give the commissioners an update on economic development in the county.
The board will recognize Tabitha Reynolds and county retirees at 7 p.m., then the county manager will discuss general county business with the board. Topics he will discuss include a water partnerships project, the commissioner’s annual report to the public, comments from several agencies about the 2-1-1 program, and a traffic light feasibility study.
Dr. Ashley Hinson, superintendent of Surry County Schools, is scheduled to speak to the board at 7:45 p.m. regarding funding for the Pilot Mountain Middle School conversion project. Hinson came before the board last month to discuss the project, but confusion over the project’s price breakdown led the board to postpone a decision to fund it. The school superintendent then said he would come back before the board when he had a breakdown of exact costs for the separate components of the conversion project.
The board will go into closed session at 8:30 p.m. to discuss personnel. The board will recess until Thursday when it will meet again to hold a closed session to further discuss a personnel matter.
