Public hearing on economic development set for today

DOBSON — The Surry County Commissioners have a packed agenda for their Monday night meeting, when they will once again hold a public hearing on economic development incentives.

Shortly after the meeting begins at 6 p.m., the board will open the public hearing on incentives. An unrevealed company is proposing to locate within Mount Airy, creating up to 20 full-time jobs before the start of 2012. The company also agrees to make an investment at the site of $1 million to $4 million.

The city of Mount Airy has already passed incentives for the company, and the county proposes to match those incentives. The county would provide a grant of up to $77,209.60, with the amount dependent upon the company’s level of investment.

Another public hearing will be held prior to the one on economic development, this one for an amendment to the Surry County Zoning Ordinance for the Mitchell River Special Planning Area.

As was discussed at a previous commissioners meeting, the Surry County Planning Board and Mitchell River Planning Subcommittee propose amending the zoning ordinance to establish a 75-foot undisturbed buffer along the Mitchell River from Kapp’s Mill upstream to the county line.

They also propose amending the county’s land use plan to include guidelines to be used when considering development of the Mitchell River area. The buffer and guidelines are being suggested in an effort to protect the area.

After the public hearings, Martin Starnes and Associates will go over the county’s financial statements. At 7 p.m., the commissioners will give out two special recognitions.

A representative from Southern Health Partners will speak to the board at 7:30 p.m. about switching to a private provider of medical services for the county jails.

At 8 p.m., County Manager Dennis Thompson, representatives from the town of Elkin, and Betty Taylor, assistant county manager for budget and finance, will speak about the Elkin Workforce Development Center.

At their Oct. 19 meeting, the commissioners approved issuing two-thirds bonds to use toward the purchase of the Elkin Workforce Development Center. This was approved as part of the consent agenda.

According to a draft of the interlocal agreement between Surry County and Elkin, the workforce training facility will be used for job training, job creation and retention, and spaces for commercial enterprises. The county will purchase the property for the center and lease it to the town of Elkin.

At 8:15 p.m., Michael Scott, veterans service officer, is scheduled to give a veterans’ report. Betty Taylor will follow at 8:30 p.m. to discuss the county’s vehicle-use policy and the definition of contracted workers.

General county business will follow, then the board will go into closed session to discuss personnel and economic development matters.
