Dobson board recesses meeting until Monday

DOBSON — After more than two hours in a closed session to discuss a personnel matter with attorney-client privilege, the Dobson Board of Commissioners recessed its Thursday night meeting until Monday at 8 a.m.

No action was taken related to anything discussed behind closed doors.

The board also delayed a decision to consider approving a contract with All American Associates for accounting services, which would be in addition to the contract already active for consultant Paul Hensch, who is working for the town while Manager Lynn Burcham is on paid administrative leave.

During the meeting, the board heard from Todd Tucker, the new president of the Surry County Economic Development Partnership, Inc.

The board approved budget amendments for fiscal year 2008-09, which included a $3,000 reduction in administrative salary, a $7,000 reduction in professional services and a $2,500 reduction for contracted services. Another $7,000 was reduced from the fire department’s budget. However, $19,000 was added to the capital outlay line item for street improvements.

Hensch updated the board on grant projects including the Tobe Hudson water project, which is now complete. The town will be mailing the first water bills to customers in that district on Monday.

The board heard a report from Ed Turner, the project manager with Adams-Heath Engineering. Turner reported that the project is going well and the water lines are going. Turner also told the board that construction on the Old 601/Mount Airy Interconnect water project has slowed. He said that Wilkie Construction, which was awarded the bid, has 60 days from the start of the project to complete the job.

Hensch told the board that an advisor has been hired for economic development projects. The consultant will split his time with the towns of Cooleemee, Boonville and Dobson. The money for the consultant is being paid for with grant money from the Golden LEAF foundation.
